-but then Russia's Wars > Russo-Chinese War (1893-9) escalates, Russia hastily makes peace treaty in 1898 that gives new republic near-total autonomy over almost all of Russian Alaska

-with exception of Aleutian Islands and St. Lawrence Island, made part of Siberia

-in addition, many Russians fleeing Vladivostok move to Alaska, making Russian minority bigger

-holds, during Russia's Wars > Young Russian Revolution (1902-8), Alaska breaks away and becomes fully independent

-constitution is broadly American in nature
